Responsibilities

  • Serves as a vital member of the Country Management Team, actively contributing to the organization's overall understanding and strategic direction within the country
  • Collaborates closely with the Director of Programme Development & Quality Assurance and the Country Director to address all program resource mobilization needs
  • Takes the lead in managing the country's humanitarian portfolio and, in the event of a large-scale emergency, assumes direct line management of the first phase of response
  • Advocates for and champions gender equality and inclusion, both within programs and within the team structure
  • Exercise leadership and supervisory management across all development and humanitarian programs, emphasizing resource stewardship, program quality, accountability, and adherence to performance management standards
  • Stay informed about humanitarian action, funding and security trends in the country and regularly provide updates and analyses on these trends to the Country Director and other leaders
  • Ensure that programme and project partnerships are based on transparency, mutual respect, diversity and accountability
  • Monitor all programmes and projects to ensure that they are implemented and mid-course corrections made, in an informed and professional manner in line with the project proposal, through review of annual, quarterly and monthly implementation plans and reviewing activity reports
  • Ensure proper management of financial and other resources entrusted to programmes and projects, including the review and approval of program/project budgets (including project match funds) and monitoring of budget reports (both in local and donor currencies)
  • Work closely with finance, procurement, HR, Stakeholder department to ensure proper coordination exists for smooth program/project implementation
  • Regularly review to ensure that programme management structure is functioning and programme delivery is timely being achieved
  • Ensures that gender equality and women’s leadership is a central part of all work, ensuring gender, inclusion and protection analysis is conducted and mainstreamed in all programmes and projects
  • Lead the organization’s vision, ensuring that the strategic focus remains pertinent, is forward looking, and is in alignment with the country strategy
  • In collaboration with the HR Department and with Program Development and Quality Assurance Team build strong humanitarian competencies across the programme, including the development of a strong emergency response team
  • Work with the Country Director in the development of constructive working relationships with donors, UN bodies and Stakeholder representatives to build international and public profile and ensure positive coverage
  • Work with the Programme Development and Quality Assurance team to ensure that results are evidence based and position papers are developed
  • Cultivate a shared understanding and vision of the program among all team members, fostering clear communication and a structured flow of information
  • Delegate responsibilities among team members in a balanced manner, ensuring the delivery of quality outputs. Provide regular feedback, coaching, and mentoring to enhance the professional capacity and performance of the team
  • Facilitate the team's efficient contribution to global, regional, and country initiatives, responding promptly to requests for engagement and support with the required quality standards
  • Ensure that team members receive adequate support for their work, and identify and address their development needs
  • Administer the team budget, overseeing its development, implementation, and timely monitoring


Required Qualifications & Skills

  • Bachelor degree or higher majoring in Community Development, social change or Program Management Development Studies from reputable university
  • Ph.D/Post Graduation in Development Studies: with expertise in working in one or more of the following themes – Education/Nutrition/Livelihoods/Gender and Inclusion or other child focused developmental areas from reputable university will be desirable
  • Possesses sound knowledge and experience in the management and implementation of integrated projects and programs
  • Demonstrates experience in working collaboratively with diverse stakeholders, including local NGOs, government officials, donor representatives, and both local and international staff
  • Proven track record in implementing cross-cutting themes such as gender, conflict sensitivity, resilience, and youth participation
  • Familiarity with the humanitarian-development-peace nexus will be a significant advantage
  • Substantial senior program management experience (minimum of 7 years) at the country level, with a track record of working in fragile contexts
  • Demonstrates sound judgment and decision-making skills in complex situations; identifies and communicates risks both within and outside the organization
  • Possesses highly developed analytical and problem-solving skills. Exhibits a high level of proficiency in reporting and budget management
  • Must be proficient in speaking, writing and reading English and Myanmar language
